Congress mulls tax deduction for animals

My dog says Congress is finally doing something to help companion animals and their families. A new bill entitled the HAPPY Act (Humanity and Pets Partnered Through the Years), or H.R. 3501, would provide pet parents with a $3,500 deduction on their taxes for veterinary care.
